Yeah I figured out a solution to the problems just need to update the code and make sure it works properly. Did you say that form Baltica was also bugged? If so please screenshot that as well. The others should be easily fixed when I have time.

It seems there is a bug with the form grand russian empire decision, I own both of the empires required, Tartaria and Russia, Yet it isnt coming up to make it .

What culture are you and do you have the empire titles or do you completely control the titles' realms? Being emperor of either Russia or Tartaria is unnecessary, one needs to completely control the lands. Decision should always be visible as long as you are the right culture.

Try switching to russian culture if you are not already

I am the russian culture and have made both empires of tartaria and russia lol, But the checklist for the decision says i dont completely control the both of them :/

Because I really do not feel like playing for 20hr just to do a bug fix.

I have complete control of the enitre De Jure and De Facto Kingdoms of Jerusalm, Egypt, and Syria, but I can't form the Crusader States. I have all the titles, and the decision just says that I don't have complete control of Syria, but I do, and there are no unvassalized holy orders in the area.

Complete control includes baronies, so that may be your problem. In my experience the Hashashin tend to control one or two baronies without me noticing. If you check the baronies again and that is not the problem, upload a save to dropbox, mediafire, or some other platform and give me the link. I'll try to diagnose the problem. Because it's working just fine for me.
