May I suggest Finno-Ugric empire? It would contain at least kingdoms of Finland and Perm and maybe Rus along of river Volga?

How about Perm+Finland+Upper half of Rus?
The Upper half of Rus could go to Perm and/or Finland and the lower half could go to Ruthenia. Would that be good? Or should it get all of Rus?

What about England + France + Aquitaine as Angevin Empire?

Haven't stopped but haven't had occasion or reason to update. As for Angevin Empire well.....I had wanted to do something like that but since the term Angevin is dynastic in origin, I tried to mod so that the title name would use your dynasty_name + empire, but it wouldn't work and I got discouraged. But I'll probably create it when I get free time.

Hello i have a question im not sure if you are still upgrading this mod to CK2, but you could make a Titular Empire of the Kingdoms of France and England like "France-English Union" or "The Dual Monarchy" (there is a mod in Victoria 2 of an alternative universe when the english and french people are united in a single monarchy named "The Dual Monarchy" , and make a decision to form it and for example, in the conditions than you need to have french or english culture (the english culture in resume was an anglo-saxon+normand+french combination in the real history so it would be great if you can make a empire title for that and if you could form it within a decision. And for the culture addon you made could you make a Anglo-French or Engllish-French mix too? It would useful for who forms the France-English Union if there is a decision than you can make too like "Anglo-French Renaissance", similar to the "Carolingian Renaissance" decision that you can make playing as Charlemagne in 769 (i didn't try with his brother Carloman if that decision is able, but the decision changes the Frankish culture of the ruler and of the realms provinces i think too to the French Culture) so could you make a decision to mix the English and French culture and make his own retinue like a combination of English long bow archers and French cavalry?
