It says that I can't cloak while sighted, but I had no issues using it while in overwatch from two enemies.

In case this helps, my agent also had a standard "Cloaking Rig" from this mod in their inventory at the time.

I have some other mods installed, but nothing that I can think of that would interact in that scenario. I can look into it further if you think it's due to some conflict.
