A re-skin AND All-Class?
Can the same item actually be both?

Nope, sorry for the confusion. As in the description we have one reskin weapon for the guillotine and a batarang cosmetic aswell so we made two releases. The picture that says "allclass" links you to the cosmetic batarang.

TF2 has 1 basic rule, if a item has special stats, everyone should be able to get it, even f2p's. Reskins can be premium only tho. And we wouldn't want a batman item to fall into the hands of a f2p would we now?

I think it woul be cool to add a new wep, not a reskin
