Not bad, but I find this weap too similar to the lil' axe (idontrememberdename). If you could modify it a lil' bit with, i dunno, another debuff than bleeding, it'd be better, in my opinion,

Does extra damage to ppl wearing villan cosmetics
Gives 5 second speed boost upon successfull kill
replenishes health upon successfull kill

Batman doesn't use weapons, he uses gadgets, so you might still be in the clear :D
It would be a shame if this isn't considered, because this is the best item in the contest.

Ugh, why doesn't the Sniper use the Guillotine?
He basically started the bleed effect and if I'm stuck with only one class to use this with I'ma feel left out

We realize that Valve updated their position on weapons but we were already nearly done making this so wanted to submit it..
