The mods are not required to work. Without the mod the NPC just don't sell the items that are from the mod and may be missing any clothing they are wearing that is from the mod.
Other than that nothing seems to break from playing without mods.

To the creator of the mod if you are not OK with the NPC selling the items in the map for some reason let me know I'll remove it if you really want.
Or if you are OK with it but want how the NPC look to change I can change how they look.
For customizing the NPC I can't use items from mods because without the mod installed the map will not load, and I am trying to keep the map as vanilla friendly as I can.
