-50% dmg penalty upon contact with surface
How about this:
+2 shots (It has six chambers and i finally want a launcher with a logical amount of shots)
+50% shell speed
the shells don't turn while flying (just for the fancy looks :D)
shells explode on contact with objects(so only direct-hitting, no bouncing off walls, but the possibility off killing people near walls with misses)
50% smaller explosive radius
-20% Damage
+15% damage to self (to make people not use it as a rocketlauncher for the demoman)
I think this can make the demoman a lot more aggressive and stronger in one on one fights. Hope you like it :D
+On hit: Builds Drunkness
+On right click (with drunkness meter full): Double the stats of this weapon. Boost applies to medics healing and/or ubercharging you. (Upsides and Downsides.)

Funnily enough i have actually done a beer-grenade launcher with another friend of mine before, its call the Brew Blaster, and its part of the Rex Lusca set:

this is the best idea
The 20% damage penalty seems a tad hash. -15% seems a bit more reasonable.
