two round burst : first round plants an explosive and second shot is same as normal sniper bullet but also detonates first shot if nearby.
-15% damage on players

Stats! Being a functionalist (is that even a word?) I believe there are enough reskins already (1 is too much). I'd like a more m107/m87 -ish design, but that sure as hell isn't my primary concern.

-20% charge rate

My thinking on this is that the sniper should be heavy hitting, because of the anti-tank sniper its slightly based off of but can't shoot as fast, like most heavy sniper

I think the slow target is too overpowered, but It's a good idea for an anti-materiel rifle.
