Also, to ask politely what some of the commenters seem to be thinking they're ENTITLED to, could you please upload an alternative location for those for whom steam doesn't work? I'd rather like to try this mod, but steam doesn't seem to agree and refuses to let me load it.

Nearly every decision involves some sort of focus to unlock. This is to have the playerplan and decide what to do and that, to me, is very important in the mods I've planned so far. After you change focus theres a cooldown and this effect forces you to think before you act. Because if you have one focus active you will not be able to unlock another decision or effect. Lets say you wanted to change something within your empire, this would require that you really threw everything at this and focused on this matter - leaving other issues less attended to.

Normally as Byzantine Empire, the decision for "Restore the Roman Empire" should appear even it's not meet the requirement yet to do so. But as in Byzantine reforms mod, when I reformed the orthodox, this decision disappeared as it Implied that I must stay as Byzantine Emperor.
But before that, it's on the decision panel.
