Commercial and Industry taxes at 0
After loading a saved game where taxes where positive the commercial and Industry taxes at 0 in the budget pannel. But selecting a commercial building it will tell it's generating 26,5 tax income.

No other game changing mods are on. (like popBalance)

For all the people having their taxes go to zero for I & C. I had this problem too and found that even the smallest building mod can cause this. I had the "Random building mod" https://gtm.steamproxy.vip/sharedfiles/filedetails/?id=413792924 which caused this. Also, proper hardness only worked when I uninstalled the other mod _completely_ disabling it in the content manager didn't fix it.

seems that http://gtm.steamproxy.vip/sharedfiles/filedetails/?id=414702884 is also causing problems
