Not Gettiing all the roman units

Playing grand campaign w/ Rome, got level 2 barracks but didnt get the additional troops. They show up in customs

Those are the Provincial Legions they are built is certain regions like gaul and spain.

Edit: and Some Units are Either Locked behind Reforms and or Culture there is a post about AOR Units.
