Does Liberation mechanic make sense?
To me it makes no sense, to control a city for a long time, then when the city gets conquered, its people turn against me?

I'm playing as Rome and instead of Carthage trying to actually conquer me, they keep creating new factions out of cities that they capture from me.

I also captured Carthage capital and when they took it back, they created a new faction called Phoinikes. Where did that come from?

Does this actually make any sense historically? How can I explain this in my head-canon?

Because "nation" concept did not exist pretty much up until modern era. For them you were citizen of a city and you were part of local community. Even Italy took centuries to be "Roman" hence why you still had major uprisings up to 1st BC, like Social Wars where you still had Samnits, Campanians and others.

Also when you liberate a city, you create client state out of it, which historically often meant placing new government body on top of it, that would be loyal to you, while sending away or killing current rulers.

Also game does not keep track of who controled what and like liberations, lots of that is random. Like sure, if Carthage recaptures city of Carthage, it should occupy it and not liberate it but you cant tell AI to liberate city X and not city Y.

Lmao that’s certainly a pretty cursed save ngl. But most of the time you don’t get zany outcomes like that

Liberated factions are supposed to be your client states? They always became military allies for me, is that then not normal?

Honestly, its pretty much all the AI been doing to me, conquering counties and liberating them after siege.

Ive been trying to play Rome and even tho Im beating the AI its infuriating how it behaves in the mod and Im not having fun at all, the game feels like a slog, you can't auto play the vast majority of battles and well, not everyone has the time to play a campaign manually playing every single battle.

Ill probably drop DEI and play something else which is a shame because I really wanted to play something along the lines of this mod, but the over aggressive AI, all it does is to create client states and the fact population doesnt seem to affect the AI at all, because after beating 4 Carthage full stacks I still see them recruiting elite troops at their capital. Because all of this Ill drop the mod and come back after an update, for me it just isnt fun playing DEI now.

I almost never get AI to liberate stuff but sounds like you should just try lower difficulty or play with Alternative Campaign Experience which is meant for new players. In all fairnes, once you get to know DeI, you will find it very easy, just a learning curve from vanilla.

Well, guess Im just masochistic because I started yet another campaign and now things are going smoothly. But I still dont get it why the AI sometimes creates a lot of client states while other times they dont. RNG I guess, but it makes a huge difference on how hard your starting wars gonna be.

Anyway, I guess I was just frustrated because I was playing as if it was vanilla, spreading myself too thin and getting punished by it. It really was my fault lol.

Haha no problem, there is for sure a learning curve here but at least rewarding once you figure it out :) Sadly the way AI/difficulty works, if you make early game "easy" then it can only get easier as there are no dynamic changes to how AI performs etc.
