reforms rolled back?

I got to the Polybius reforms on Rome and was able to recruit a couple of units, but then the next turn I wasn't able to any more...is there some kind of glitch?

The Covenant has Total War: ROME II - Emperor Edition

This happened to me as well when I got the Marian reforms. Could recruit legionaries for a few turns and came back the next day and suddenly I couldn't recruit legionaries or cavalry, nor upgrade the leftover Polybian units to Marian standards. Completely ruined my 170 turn campaign...
