Massalia can't build mustering fields / barracks?
New to the game (and loving it, generally); I was playing as Massalia for my first playthrough, and I was confused as to why I didn't seem to be getting any new units as my technology advanced (other than region-specific ones as I expanded). Unhappy with some of my choices, I started a new campaign as Athens and realized what the problem had been: as Massalia, I could not build any of the buildings in the mustering field/barracks tree.

I only had DEI and a couple of submods installed (none of which involved buildings), the three DEI core mods were at the bottom of the list in the mod manager, and I had conquered several different provinces and accessed iron, among other things, and still could not build them in any of my cities.

Any idea what might be wrong?

Massalia gets own Settlement buildings, where you need to pick if you want to grant land to Greeks or to Celts, each one coming with own units. Same for Colchis and Bosporus.

I thought that might have been the case, but when I built them, I still couldn't recruit anyone new (and the detailed info page for each didn't mention any new recruitable units); they added to my city garrisons, but that seemed to be it?

Its not main settlement but they are minor buildings you can build in addition.

The "Greek Outpost" and "Celtic Outpost" building trees, right? They added to my city garrisons but didn't seem to open up any more units for recruitment into my armies. I'll double-check when I get a chance.

Just tested and they do open more units for me.

Okay, now they seem to be working for me too. Very strange. *shrugs*
