How can I get a baggage train in Hispania?
Im playing with Cartago and I dont understand why having the same development in the cities, I can make baggage trains in Sicily but not in Hispania.
Both cities have the same pecentage of cartaghinian culture and the same buildings.

i dunno carthage but isnt baggage trains unlocked in a agriculture building for some other cultures

edit: im playing a iberian culture right now, and i noticed i got my baggage train in my capital which is a copper mine village, so no idea on the requirements
