Free Perk
when you're in the western phase of the map, if you shoot the clock tower with a sniper it'll drop a free perk.

yep that is correct. the perk spawns in the middle after completing this step.

I shot it with a PAP'd LMG hoping to 'stop time' or some ♥♥♥♥, and instead I got a free Stamin-Up..

I took it as "nope. keep running lol"

You can shoot it with any weapon to get the drop. Also, don't take it unless you already have 6 perks, as it does not increase your limit to 7 unless you already have 6.
