Added a new decision to re-establish the Exarchate of Ravenna.
Exarchate of Ravenna has its own unique title name.
Ruler of the Exarchate will be called "Exarch" instead of the regular "Vicar"

Added a new Men-at-Arms Unit: Gastraphetes
Gastraphetes are like stronger bowmen, with a little siege boost. Though its kind of weaker than the actual Crossbowmen, its availability from the get-go will make it plausible to play around.

Added a localization for the Eastern Roman cultured characters' "Knights". So they will instead be called "Excurbitores"

Fixed a localization typo for the Roman Expedition tradition.
Fixed a localization typo for Scutatii Axemen.

Some decisions should now be enabled even after if you already restored the roman empire.
