That's exactly what the procedural part is.

The 3rd and 4th fingers are controlled by the middle finger so that the fingers don't stick out awkwardly on animations that didn't account for them (soldier anims, most police anims and some citizen anims)
If you want finger poseable models, you can get them from the player model replacer addon in the description.
