Report a translation problem
The costs are determined by their performance. They have good upgrades and abilities and scale very well into late game. The two upgrades to increase their squad size to 5 and 6 makes them really good. And they also have a durability upgrade. They spawn early and have great potential with the right investments. I don't see any reason to buff them honestly.
It would somewhat conflict with their role and thematic style of being a low-cost replacement unit meant to fill in the roles that the Red Army doesn't have the resources to invest into.
Think about it - why would the Soviets give the clearly superior MG34 to Partisans and not their primary infantry fighting forces in a war where they are scrambling and dying for supplies.
In addition, it would somewhat make the Maxim a moot unit to buy. Sure it'll have 2 additional men early on, but the MG34's higher rate of fire, special rounds as well as relative cost would make the Maxim pointless to buy. If you get the partisan HQ upgrades, then the Maxim is completely irrelevant to buy 90% of the time in any build order.
Partisan can get lmgs from the HQ, they have almost the same dps than conscripts, they really don't need a buff :S

So the Soviet tactic is to overplay enemy with early double squad spam... I will try it, thanks :)
Try it, 4 fresh conscripts against Okw 1 Sturmpionner and 2 Volks, the guy can't handle so much infantry on the battlefield.

One thing I've noticed though is that their PopCap seems a bit off:
I don't know what the proper term is, but I call the extra amount of popcap beyond 1/man the "squad tax":
Conscripts: 6men + squad tax of 1 = 7 PopCap
Penals/Shocks: 6man + squad tax of 2 = 8 PopCap
Guards: 6man + squad tax of 3 = 9 PopCap
Partisans: 4man + squad tax of 4 = 8 PopCap
Commandos: 5man + squad tax of 4 = 9 PopCap
While Partisans (other than the new 3-man & snipers) share an infiltration role, aren't nearly as competent as Commandos or other elites with a similar tax. When you bolster Partisans, their PopCap grows to 10 which seems too high to me.
Perhaps a tax of 2 might be more appropriate?
Lastly, I'm wondering if the 3-man Partisan MG reinforce cost of 30 is a typo. Seems oddly high compared with the others. Perhaps it was supposed to be 20 like the 3-man mortar?
Considering all the huge changes going on with CoH right now (both your mod and vanilla) these are hardly important changes. But, I thought I'd comment before I forget in case you want to consider them as you're making other revisions.
