Questions and bug reports
So I seem to have found an issue, where after the mod's metadata was updated, I am unable to use the steam version of the mod, it does nothing for me, however my local version is perfectly fine and working exactly as intended. If this is an actual issue then I will be working to fix it, if this is just an issue with my steam client specifically then please ignore this.

If you found any new bugs please tell me.

Here's a few disclaimers:

If you are playing as a raider or a tribal, you will not have any decisions beyond the one to establish an outpost. If you do not have any states with meet the requirements, you will not get the decisions. You need cites to restore them.

You now need to have either sophisticated construction tech level or the concrete and pre-war housing techs to see the options with pre-war cities

if you do not have a state which meets the requirement, it will show that you don't get anything after completing, but this is not a bug since obviously, you can't take the decision.

The Unique megacities are intended as late game content, you will most likely not see decisions to restore them for a while. There are also no unique megacities outside of the sun belt. Too many little countries, you know, I just didn't know where to look.

Let me know if you have other questions, but this should address all issues as of update 2.0

Sorry if this is a dumb question but does changing a provinces category do anyhting? i cant find any differances between Badlands, Outposts, etc. Still a great mod if there isnt anything else to it.

Also could you write down what is where in the description, it took me 20 minutes to figure out how to see province categories. And i feel like im still missing something.

States and provinces are different things in hoi4. Provinces are the individual tiles, states, are, the states. Upgrading a state category, like what my mod is doing, increases base building slots, which can be increased by techs.
Does the mod work with East Coast Rebirth?

I have problem. When countdown finished and city raised, very few times it change (mostly in outpost case) it change state, never increase population and nearly always decrease infrastructure level.
well that's the point of mod - it changes the modifiers in the province and the population is still the same.... That is intended.
My question is - how can i hide decision icons on map where they don't have enough population - so that only available and already developing sites are available?

They should only affect states which meet the requirements, some decisions are visible when you don't meet requirements to influence you to build in them

it seems u can endlessly rennovate the hoover dam for infinite water
also building up major settlement etc etc seem to be clearing flag development underway allowing simultaneously doing several old world blues restoration projects (city upgrade finished -> flag cleared-> previous restoration project still going but u can start next)

If you are talking about being able to restore multiple cities at once, it is fully intended. Hoover dam will be fixed.

development_project_decisions_wtt
country flag development_underway seems to be removed on this mod city restoration finishing
which allows to start another development_project_decisions_wtt from old world blues
like:
development_project_rancho_seco_npp_wtt
development_project_storm_creek_national_military_museum_npp_wtt
etc etc

also its literally impossible to target (if u have lots of states previous projects will target everything but what u need) north/south phoenix for example with previous lvl city projects to be able to build pre-war megacities

Well, in regards to this, I will address, it is very easy to target. Only build infrastructure in the states that you want to max, everything starting from ruined city will require you to have 10 infrastructure in the state.

Alright, I found the problem. This is a remnant from when I first built the decisions, I simply moved over a restoration decision and copied much of the code revolving around the OWB specific mechanics without thinking as this is literally my first ever mod. It used to just fall under the category of a development project and I thought maybe not adding the flags would cause some issues. I'm fixing this.
