Update 2.0: "Megalopolis"

Added unique megacities and conurbations across the sun belt, you won't know which ones they are until you've decided to restore a few cities. They're supposed to be powerful easter eggs and ultra late game content, but here's a hint, how do Conurbations form?

You can now make your prewar megacities significantly more powerful.

Consistency fixes.

Fixed an oversight which caused 10k people to live on the hoover dam(yes, just the dam)

Update 1.2
Gives intermediate nations a way to get concrete and pre-war housing. According to the devs, apparently intermediate nations can build tanks, guns, planes, and even computers just fine, but concrete is arcane magic and running water and electricity is literally sci-fi fantasy.

Consistency fixes
Preempted fixes changes to localization to prevent conflict with mods that add more development projects by moving my decisions to a new category.

Update 1.1
Added ability to turn populated badlands into outposts
Added ability to turn larger outposts and settlements into walled settlements
Added ability to turn large walled settlements into wasteland cities, a boom town, so to speak.
So yes, you can now turn a badlands region into an old world city if you invest enough time and industry into it!

fixed the decisions wiping your infrastructure in that state instead of removing the proper amount
