Unable to target land units with AGM-154-2 JSOW. What am I missing?

It's Anti-Radiation, it can only target active radar systems. Use the Land Attack Loadout instead of the SEAD loadout.

AGM-154-A2: ARM (SEAD)

Is there a way to know when Anti-Surface weapons will work better for land or surface vessels?

The AGM-154A-2 are near invisible whilst junior AGM-154A and AGM-160 are dumb fire missles

Generally, JSOWS are GPS guided glide bombs. Basically extended Range JDAMS. They arent suitable Anti Ship weapons, since they dont actively track targets. (At least i didnt implement the IRL anti ship version). They are high precision, long range land attack assets. ADM-160 isn't an offensive weapon, it's a decoy, to draw enemy Air defense systems. Use the Anti Ship loadouts for Anti Ship roles ^^ LRASM is far better in this role.

The A-2 is a bit of an exception, since it can track ships with active radars.

It's currently very stealthy indeed and thats subject to change. I'm currently unsure about whether or not i want glide bombs in general to be interceptable or not. IRL they are quite stealthy, dont emit any radio signatures and intercepting glide bombs is hard in general. In theory, i want them to be interceptable, but not too easily. At least the A-2 needs changes though, since its possibly anti ship role.

Oh, and i might've misunderstood your question. If you want to generally know when an Anti-Surface Weapons is mostly a Land-Attack Weapon, take a lot at the ingame reference. Anti-Ship Missiles usually can't attack Land-Targets (Land Attack: No), while Land Attack missiles usually say something like "Installation" or (in my case) "All". But thats just a rule of thumb, i added reference entries for all my weapons and you can usually find the required information there as well.

Tested AGM-154A-2 on patrol boats in Dessert Spear (Night), and they were not detected, except over half of them missed. Not sure if night time and/or size of boats were factors.

I'd guess they shut their radar off?

Just tested it, they miss on patrol boats because they are too smal of a target. They are already set to proximity detonation. Cant change this.
