I know things are probably super busy over there, and this might be a long shot. But currently, there is no way to gain the first level of welding during the first week. I checked a few, and the junkyards don't seem to spawn car wrecks. This is probably due to how the mod doesn't spawn wrecks before the outbreak goes full swing, so I understand if its a game limitation.
