Usable Credit Cards

i think it would be cool if the credit cards that spawn in wallets were usable. maybe with a random (unseeable) balance that you reach the credit limit on and end up stealing if you do not have cash to make up the balance, or a chance to get caught using if the name on it isn't the players.

The mod has an event where NPCs freak out that the ATMs are no longer working and the banking system is no longer working. I think this is semi-early in the week, so you wouldn't get any or much functionality out of this.
