I don't get your question. You don't need all 4 pens to make a black and white map, there's already a crafting recipe that allows you to use a single pen, and you can select the color you want.

The craft recipe insists on all pens for me claims missing resources otherwise.

The only crafting recipe that needs all 4 pens is "Add region to map", and it's a totally different thing.

I think what you want to do it's create a sketch. You can do it by using a piece of paper and a pen. I think the name of the recipe is "Sketch your Surroundings" or something like that. This recipe only needs one pen, any color you want.

"Add region to map" it's used when you have a "Handmade map: Knox country", and it's function it's to copy the map area of the sketch or town map to the world map. This recipe needs all 4 pens because the world map is colored.
