I think the numbers could use some tweaking
With only a total of 7 tax evasion from 3 bases, im cutting my taxes to roughly 1/3rd of its original value, which is quite significant for the low investment needed. Maybe add a config file so that people can tweak the numbers?

I would personally go for something like -4% per combined level, with multiplicative stacking.
That would put us at a little under 20% reduction at a total of level 5, about 64% at 25, and 98.3% at 100.
Still quite powerful, but not quite as quick to *reach* that level of power.

Would agree. tax evasion can use improvement, but this huge cut feels a lil too cheaty
