Supply Chains Management not working after reloading

After loading into a game I had already started, where I already clicked the decision and had it enabled while saving the problem starts. After loading the game, it just stops working, even after deselecting all the decisions like: 'Build new Powerplants' etc.

Are there any good workarounds?
