NPC Army?

When I go to a populated place, like mall ,hotels or anywheere is lousville and shoot a gun. Basically around 60-70 NPC's start to sprint to me from a distance and smoke. But this only happens in places zombie spawns are high. When I kill one one more NPC comes from distance.
