COmbat steel vs Xeno?

am I missing something with this, I mean I AM a newbie :P Xenosteel is an upgrade to combat steel but it has 66% of the HP of a combat steel block. I saw that it increases shielding but is that really so much better than an extra 10K hp per block?

It has superior weight to hp ratio than combat steel and better resistance to railguns, plasma and most Legacy weapons.
