NPC SVs?
Do any NPC faction SV's exist in this scenario? Either as patrol vehicles, reinforcements, or at combat sites? Or is it all CVs and Drones?

I have noticed that some drones have an SV icon on the map instead of a single dot like drones usually have, but they are still single-model objects like drones, not multi-block constructions like proper SVs would be.

Patrol vessels can only be CVs, so no.
Would be a good suggestion for Eleon though!

Why do some of the drones have SV icons? Is map icon arbitrarily configurable?

Yes, the map icon for drones can be configured. Since they are the closest to a "SV" that we can get, they get the SV icon.
