Detailed Changes
Change 1:
Reduced static interest gain from country rank.
This combats the issue of too many free early game interests.

Great Powers +6
Major Power +3
Minor Powers +1
Unrecognized Major Powers +2
Unrecognized Minor Powers +1

This mod:
Great Powers +3
Major Power +2
Minor Powers +1 (unchanged)
Unrecognized Major Powers +2 (unchanged)
Unrecognized Minor Powers +1 (unchanged)

In addition, because countries generally have fewer interests, very slightly (at max -10%) reduced influence gain per rank (you need less if you can have less contacts, duh).

Change 2:
Reduced interest gain from Naval Power Projection but 65%.
This might sound like a lot, but in reality vanilla numbers were completely out of wack.

Change 3:

Added interest gain to 3 techs:
Colonization (to make sure if you are able to colonize you can actually choose a target)
Pan-Nationalism (later tech, to make sure the intended vanilla goal of nations over time getting more interests is reached.
Multilateral Alliances (late game tech, same goal but with focus on strong states that get it to counteract the reduced interest gain from being high rank)

Change 4:
Because countries start with fewer interests, I had to fix the starting interests, so that countries still start with all logical and needed interests.
