oh probably, I kinda gave up on that idea for now because it didn't really work anyway but mostly because Paradox did actually slightly change the vanilla values.
So vanilla is better now and the main issues I still have with the system are not easily fixable via mods but would need an overhaul of the interest system.

You are probably using a mod that is not compatible with the changes of this mod.

Fair play. The techs are a good compromise.

It's the same as in vanilla, so already the case except for insignificant powers and small unrecognized powers. The difference is, that with this mod you actually can gain interests via tech without needing to rank up.
Giving those tiny unimportant countries even more interests would create even more imbalance and is certainly not the goal of the mod that in general tries to reduce the number of interests.
If you really want something like that, I guess just mod it yourself.

I request if possible that at minimum every nation has one interest.
