The ai is not programmed to use the chaingun on the bottom of the sub. I cannot tell if it just isn't programmed for custom weapons, or there is something the matter with the submarine itself.

It's fixed now, problem was, AI has weird aiming view, it aims from the base of the turret and since half of the turret is inside a shell it couldnt fire.
Hope you enjoy this sub even more now

For some reason, the ship flickers in and out of "insufficent power" when you want to go full throttle.
The ai will at times roughly 60% of the time try to put the reactor on manual control instead of keeping it on automatic control if you tell them to "switch on the reactor", and for soem reason the ship is so "over clocked" that fires will occur on the vessel in dry dock, and in the field.

I'm trying to get money to go to the submarine modification area in an attempt to fix the ship's issues.

Honestly this thing is like trying to fly the Millennium Falcon; did you purposely make the ship this temperamental?

And on top of this, the submarine drains fuel rods extremely fast.

Well, one way to balance a submarine, right? On draining fuel, I mean.... Fuel starts to stockpile fast when you are taking your time mining or just buying it, so that's my take on that issue!

I have figured out what the sub's problem is, in regards to the Power Fluctuations (insufficient Power): The Nuclear Reactor has a fuel consumption of 0.700, which is VERY THIRSTY for a submarine. This is essentially is the equivalent of trying to keep an M1 Abrams fully fueled at all times xD

Most submarines according to a very reliable source, most subs have a fuel consumption of 0.120 or slightly less. If possible, would you -mod author- edit this submarine's reactor fuel consumption, so it can function correctly?

Well, considering how strong submarine with weaponry, its armor and speedy engine (for sub this big at least), i'd say its balanced and actually makes use of Fuel Consumption Rate reduction, I can see how you can see this as annoying, but trust me at mid/late game its not an issue

One thing I noticed, is that the Ballast tank waypoint for the door. The ai just won't go in there.
I kept hearing them say "I need Diving Gear!" and wondered what the issue was. So I explored the ship, and went into the ballast tank, to see the two pumps were smoking. The ai just refused to go down there.

I understand that, but the issue most of the time 9roughly 80%) is they won't actually move to go get a suit. They just stand there aimlessly.

Once an assistant actually went down there in a suit, but otherwise a lot of the time, I have to puppeteer someone to go down there.

I am sorry to report, that the "Skippy" drone does not work. It won't leave its birth, and only did so because the Jarngreipr (not the HE one) propelled it upwards.

Despite being under my control, the drone plummeted to the sea floor like a rock. It will not move. Had to retry the round. Don't use the drone at all fellas.

I dont know what broke it again, at this point i might just remove the drone entirely. Devs break it almost every single update and im tired of fixing it.
