First time playing AaW ... spawned in with a new rover, landed, exit to menu + save and then continued. I've seen a couple of small outposts and grid list shows a couple of ships flying but no Azuris or anything substantial on-planet (there was some stuff in space). Drove around for a couple hours, built a couple of mining outposts, saw faction strength updates, but no bases.

Ores are in the right places and I've picked up a couple of support drops from drones, so spawns aren't totally dead -- just the bases / cities.

Tried deleting every grid and then jetpacked all over the planet, no bases. Tried different spawns, no dice.

This is on a local / offline instance. All mods subscribed. No mods added or settings changed.

Logs show some issues with black hole assets but nothing obvious (to me, at least) related to base spawns.

What else can I check?
