Is There a way to upgrade lower tier scraps to higher tier?
im just finding it annoying of only getting low tier scraps and seeming as they are tiered i thought maybe i missed a way to upgrade them?

No. It seems like even winning large battles is no guarantee. Probably the "Looting" skill is what impacts the probability of metal quality. The devs will know for sure.

Yes, looting skill increases the quality of the scraps you get, as stated in the description.
