We've used up all the "skin slots" that allow for custom skeletons and everything. For some reason (TW are just lazy to change this age old hardcoded setting, there's no good reason for it.) there is a set number you're allowed and no more.
The two hobbits that appear in the game are a cheat, a mirage made with a graphics shader. They could not fight or interact or be a proper unit.
I'd rather not see some pandering even if the engine allowed it. I love that this mod works hard to stay true to the spirit of the books, and hobbit armies or dwarves riding sheep would just lessen it imo.

I want to suggest you love this mod because of how hard they have worked on it - not just the graphics and overhaul but how hard they have worked to keep it true to the books.
