I was playing as King Thranduil trying to reform Greenwood, but after I had fulfilled the requirements to take the decision to reform it I noticed that the decision disappeared. I assume this is a glitch. The decision was previously shown as I was playing, but even if I go back to a previous save file of that play through the decision is no longer there. However, if I start a new play through as Thranduil then the decision is shown. If there is something that I can do to make the decision reappear, then please tell me.
