Scan Visor - How does it work?

I understand how to bring up the scan visor, but I have no idea what it does. Hovering it over things doesn't seem to accomplish anything

It's a bit finnicky, but you can get it to scan things (adding their entry to the bestiary if the target has one). Line of Sight helps.
