Also, when I assign a leader a new trait it lags heavily on the screen where you see all the leader options and when I've made the choice the notification that a trait was gained is an empty circle.
This happens with base modlist, and I tried changing the blue UI due to preference, a box on the left of the screen that wouldn't go away, and the watermark in the bottom middle of the screen that eternally reminds you what UI mod you have active.
The leader menu problem is a known issue and it has to do with UI Overhaul Leaders. According to that author the problem is caused by all the leaders having animations which they have disabled with that mod. Some other mod must be conflicting with that fix, reverting leaders to have animations again I believe. I am still trying to figure that out.
Unfortunately it seems I don't see a way to remove the watermark from dark blue UI, I personally don't find it that distracting. I assume the box on the left you are talking about is the express contact button. Once you establish contact with enclaves, it lets you contact them more easily without having to go through your contacts menu. Also cannot be removed I believe.

After changing UI scaling from 1.3x to 1.0x (as the very bottom and right of the panel were cut off), the missing elements were revealed.
One of these mods heavily alters how the Designer looks - I had thought it was simply not loaded in properly.
