I'm running into a weird issue with empire titles in CK3. When I view the empire title map mode, only about half the map shows actual empires (e.g., HRE, Tibet, Arabian Empire). The other half—most of Africa, Scandinavia, Eastern Europe, and nearly all of Asia—appears blank. Hovering over these areas highlights all land as part of a single "No Empire" with a black Coat of Arms. Every kingdom in these regions is listed as de jure part of this "No Empire."
