In the current state of the mod, for some court positions (especially the tutor) a person is needed who is noble. So has a coat of arms and so on. The corresponding decisions, which are supposed to search for a tutor or a language tutor (who is usually also a good tutor), always suggest two commoners. This makes the decision de facto useless and really hard to find a tutor. There are also some other game mechanics from other mods that assume that it is not that hard to find a tutor. For other court positions it makes sense to have such a big hurdle, through. Unfortunately, I do not know exactly from which mods, which things come. Otherwise I could go into more detail.
