This sound like an antivirus / firewall / browser issue that blocks the steam server or the downloads. Note that you can download and install these mods manually from the GitHub page (see the section OLDER VERSIONS). You can install any version from there (including the latest).

Of the antiviruses, I only have 360 total security installed, I checked it and there was nothing related to your mods or the game itself in its blacklists. I downloaded the old versions of mods and moved them to the mods folder. It didn't give any results. I will try to try other versions soon. I hope I didn't have these problems because of my Windows 7 or because of Internet outages in my country. (even when our internet was slow, I could still play with these mods). It's likely that I'm not able to install mods due to a slow internet connection. Other mods are also unable to install properly, and this does not depend on their versions. I will simply hope that the internet connection returns to normal (

By the way, when I installed the mods manually (in the "mods" folder), they appeared in the Remix, but they couldn't be customized. Consequently, they didn't appear in the Arena or Story mode.
I will continue to experiment in the future..

That is a common issue. See the section FAQ question 1.
