The best way to tell is to look at the other stations in the sector if there is any. Whatever the most common turret material sold is is what the Turret Factory will make. So for example if a resource depot is selling mostly Trinium turrets then that is the only material that the turret factory will generate.
Tech level seems to max on turrets at 50, the glitch with being adjacent to the 0,0 sector might still exist, but setting up in the Barrier with the XSotan invasion is server death so meh, haven't bothered to test it.
The max tech of 50 is both good and bad. Since it means you don't have to look TOO hard to find a avorion sector with tech level 52. But still, and thus it is likely the glitch would also still work but I getcha. Anyway glad I could offer something to help back things up.
