Empty sectors were not supposed to allow building any economy related stations,
but that was too harsh - and I did not have time to fully code player-side economies.
So:
Technically even empty sectors "have" economy type, and a list of allowed stations. That information is hidden on purpose.
Let's say that's a cheat or exploit or unfinished feature.
In case anyone is wondering, what's the intent behind station founding now:
- Economic stations are built inside faction sectors - your profit depends on population.
- Shipyards, and other non-economic stations are yours to build anywhere as hubs.
