I could be wrong, but I think it's unique to ARC9.
The reason why I say this is because the modern warfare base and even the urban coalition (arccw) add-ons have their own spin to the categories without issue. They work fine on their own and don't have the issue with the first category breaking and don't require a "buffer" category.
The sub categories also look suspiciously close to the MWB sub categories, and that might be why the MWB breaks if there's too many. I haven't experienced what you mentioned myself, as I've had ARC9, Urban coalition, and MWB all installed at the same time at one point, and they all still retained their sub-menus. Are there any other weapons packs that have this feature aside from the mentioned bases and UC?
I mean, that doesn't explain why ARC9 has this issue, even by itself. That's what I meant when I said it's unique to ARC-9. I understand what you said about too many addons potentially breaking the sub-categories altogether. However, ARC-9 has that first sub-category issue that's unique only to ARC-9.
If what you said about too many addons using the same hooks is true, then in the absence of the MWB and UC, this addon's category should work fine....but it still has the same "first category" issue.
That's what I'm saying. MWB and UC never had the "first sub-category" issue, whether used alone or with each other. Even if ARC9 base weapons are the ONLY addon you have, it'll still have the category issue. I know this because I've recently had to unsubscribe to all my addons and re-install steam and gmod. Arc-9 has the category issue with the first category regardless of whatever addons you have.
