And why frenzy ability by priest doesn't not work on them? But by stimulator can.

I do, thanks to his "Rapid Clearance" and recovering HP after killing enemies is ideal for haven and base defense, also as decoy in Pandoran colonies.

About the second question, I just don't know why, some of them have 32 speed, maybe it was about balance, but if the stimpack is providing the same...
