Condo raider not working?

Good day, anyone know how to make condo raider work ? doesn't seem to jump up building for me

It only works for 1 elevation level. If there is a tiny amount of additional height (e.g. railing) it won't work.

This works both ways. You can evaluate if your soldier up there is safe from a melee threat (that is Pandorans who have condo).
