Caos is totally caothic

Well i took Festus as a Caos legendary lord... turn 15... N' kari joints my faction becouse the MOD... WTF??? N'KAri? he/she is Slannesh not nurgle...
I took Kairos as a legendary lord... turn 5 i accept refugees from Sarthorael... he never comes...

Why is not nurgle chars together, khorne chars together, and so on?
