Since this is Star Trek we are talking about here the federation should very much be it's own civ. However if you still want to do things like make an Andorian (pardon my common spelling errors ), civ listed as on the way, still works seeing as many star trek non 'cannon' story lines include rogue factions of many other races. (But also just want to add a thanks for making these mod(s). Its something I wished somebody would do that I'm not well suited to do myself.)

A federation civ would be a good idea, something like:

UA: get influence with all city states when declaring protecion OR gets 2 of the other civs UA's

UU: Starship: scout replacment, 4 movement, less damage, and can autotmatically embark (evenwithout reasearch) and croos oceans.

UB: Starfleet academy: All armored units built in this city get a +2 medic bonus (heal nearby units) can only be built in one city.

Not a Federation Civ, but a human(maybe called Starfleet) faction.

Then maybe make a scenario where if you are the Federation you control the Humans, Vulcans, Andorians, etc. as city states sort of. Make the map a map of the planets and have three main powers:Federation, Klingon Empire and Romulans, and add events at certain stardates like the Borg Invasion, etc. This is only a suggestion, though, and it would require serious modding. If it was a scenario with entirly new units, a space map, and what i said, it would be a pretty darn cool scenario.

Oh, and the Original Series is the best!!!! Go Captain Kirk! (Chekov's still my favorite).

u could set it pre federation, i.e around the time of the enterprise tv series, that way seperate civs would be within the cannon, just a thought

I think what you should do is make the Federation as a civ, but have it be like Austria, where it can found cities, but also buy city-states. also, i think you should have the federation start out with 4 settlers instead of one, but nerf the bonuses to starting out with four settlers. the capital would be Earth, and the other first 3 cities would be Vulcan, Andoria, and Tellar Prime. the cities after that would be named after Federation colonies.

Star Trek fan here, and play Civ5. I would propose the Federation in Civ5 to not be an entire civ, but rather be late game research and policies that open up after Future Tech. I think instead of having a civilzation named the 'Federation' to start an entire game.... Would be more fun to have the Federation be open to all Civs toward late game research, which would include a reward of a great scientist named Zepharim Cochrane, opening up the Research tree to warp drive, including adoption of an entirely new set of Policy group called "Federation". Example: Adoption of all federation policies grants the Civ the elimnation of all hunger and unhappiness and immediate granting of peach with all other civs. Progression might occure in this order: After researching future tech, receive Zepharim Cochran, open up warp drive propulsion in the technology tree, branching into suspace communications, the transporter, phaser, tractor beam, replicator >> make contact with the Vulcans >> Build the NX-01 >> upgrade Starship units to units to Enterprise A,B,C,D,E and this would replace the alpha centauri victory.
