10% limit on recruiting units and upkeep of units

Recently I played as a Norsca and brought the cost of recruiting units to 0% for all lords. Also brought the cost of Wulfrik’s unit upkeep to 0%.
How about introducing a 10% limit (for most factions) on the cost of recruiting units and on upkeep of units?
